The Sequoia Open Source Fellowship pays a developer to work full time on an open source project. Sequoia's goal is to cover reasonable living expenses for a period of 6 to 12 months.
Sequoia does not take equity and does not treat the fellowship as an investment in a future company. Fellows keep full ownership of their code, and there is no expectation to start a company.
Any developer working on an open source project may apply. Sequoia wants to support open source creators and projects that have real world adoption, and it prefers significant improvements or investments in existing projects over new ones.
Applications are made through the form on the fellowship page. They are considered on a rolling basis, so there is no deadline. Sequoia says it will likely select 2 to 3 fellows per year.
